Who We Are

The Sacramento County Office of Education (SCOE) Leadership Institute is an innovative agency offering programs approved by the California Commission on Teacher Credentialing (CCTC) to support the preparation and development of high-quality leaders in the Capital Region.

What We Do

The SCOE Leadership Institute department offers two credential programs – the Preliminary Administrative Services Credential Program and the Clear Administrative Services Credential Program (Induction).

Biographies

Steven Winlock
Dr. L. Steven Winlock is the Executive Director of the Sacramento County Office of Education, School of Education. Dr. Winlock has served as a teacher, principal, director of staff development, and associate superintendent with more than 35 years in education. Dr. Winlock serves as a governor appointed special education commissioner and as a Sacramento City arts commissioner.

Kristen Coyle
Kristen Coyle is the Director of the Leadership Institute for the Sacramento County Office of Education, School of Education Leadership Institute. Ms. Coyle has served as a classroom teacher, teacher lead, WASC leader, Director of the California Technical Assistance Center for Reading First, and the SCOE Leadership Institute with more than 25 years in education.

Tierra Crothers
Dr. Tierra Crothers has held pivotal roles in various school districts and educational institutions in her two decades in education. As the Director of the Leadership Institute within the School of Education at Sacramento County Office of Education, she oversees teacher and administrator preparation, professional learning programs, and collaborates with various agencies to meet program requirements. Her previous roles include Director of Professional Learning and Induction at Sylvan Union School District and Principal at multiple schools within Elk Grove Unified and Calaveras Unified, where she has been instrumental in improving instructional practices, school safety, and community engagement.
